Free Transfers
Unlimited-Ride MetroCard permits free transfers

Pay-Per-Ride MetroCard allows one free
transfer of equal or lesser value if you complete your transfer
within two hours of the time you pay your full fare with the same
MetroCard. If you pay your local bus fare with coins, ask for a
free magnetic-strip transfer to use on another local bus.
Reduced-Fare Benefits
You are eligible for reduced-fare
benefits if you are at least 65 years of age or have a qualifying
disability. Benefits are available (except on peak-hour express
buses) with proper identification, including Reduced-Fare
MetroCard or Medicare card (Medicaid cards do not qualify).

Take NYAS express bus from terminal to Penn Station. From there take Amtrak train or the Megabus located on 31st St. outside Penn Station.

I am landing at JFK at 19:40 and will probably take some time to pass immigration and customs. I need to travel to College park, MD / Washington, DC that night. Can you suggest how I should travel if I leave JFK around 22:00 at night?

The last NYAS shuttle bus to
The last NYAS shuttle bus to Penn Station leaves the terminals around 10pm, so if you miss the last bus take a taxi to Penn Station. From there take Amtrak train to New Carrollton, MD or Megabus, Vamoose bus or Boltbus (all located outside Penn Station) to DC and local transportation to College Park. Bus is cheaper than train.

Other than an expensive taxi ride you can take Metro North-Harlem line train from Grand Central to Brewster, fare is $17 off-peak and $21 peak. Take the NYAS express bus to Grand Central ($15) from your terminal.

There is no direct bus
There is no direct bus service to JFK. Take Megabus, Boltbus or Vamoose Bus from DC to the Penn Station area stop and then NYAS express bus from Penn Station to your terminal or LIRR from Penn Station to Jamaica and Airtrain from there to your terminal. Do the reverse when you go back to DC.

Best and cheapest options
Best and cheapest options are bus or train:
Train: NYAS express bus ($15) from terminal to Penn Station, then take Amtrak Northeast Regional train but be sure to take the train that stops at Hartford (NY-Springfield-Boston) as only some of the NE Regional trains take that route. Then local transportation to Manchester.
Bus: NYAS express bus from terminal to Port Authority Bus Terminal, then take Greyhound bus to Hartford.
Check Amtrak and Greyhound for schedules and fares. Taxi from terminal to either train station or bus terminal is flat rate $45+tolls+tip.
