I think perhaps a severe reprimand is in order for the controller...an airport is no place to "play".
Perhaps not a firing, more of an "ARE YOU KIDDING ME???? WHAT WERE YOU THINKING???"
My dad wouldn't let us go into the Xerox room in his office, let alone sit in on a meeting!
