Even though airlines should offer refunds, they tend to forget or offer less. I have successfully gotten a refund on the basis of this Regulation twice. It's also good to know that an "EU Regulation has a general scope, and is obligatory in all its elements and directly applicable in all Member States of the European Union. Any local laws contrary to the regulation are overruled, as EU Law has supremacy over the laws of the Member States" (wiki), because I've already heard excuses from airline staff that they have to check if this Regulation has been transferred into national legislation which is irrelevant due to direct applicability.
