Do not fly to JFK if you can at all help it.
They should not be open, it is utter nonsense what is happening there.
I flew in from Paris last night landed at 9.30pm, we then sat on the runway waiting for a space until 4am, customs was quite quick but to add insult to injury we then waited a further 2 hours for our bags! and i left a lot of very angry people there.
They don't have the staff to operate the place right now.
DON'T OPEN THE AIRPORT UNTIL YOU'RE READY!
