Hi Susan. Do you know who owns the parking lot? E.g. was it the parking lot associated with JFK Terminal itself, or is it owned and run by a private company close to the Airport, but not affiliated with whoever runs JFK?

Whoever owns the parking lot &/or is contracted to run it, would be my first choice as to who to contact.

From there maybe find out if they have a contract with a certain towing company and what their agreement with them is. For example: some lots have immediate towing, 24-7, which can come into force from not having posted one's payment stub, not parking between the lines, expired meter/payt stub, staying past the limits for the lot (--like long-term parking in a short-term lot) etc.
